over something you have absolutely no control over?

Besides, smallpox is one of those bugs that is tightly controlled - I believe only the US has any of the last remaining stocks of it (safely held in underground bunkers @ the CDC). Very few countries had the resources to deal with SP - US, USSR, France.... All but the US destroyed their last stockpiles years ago. And don't think we do not have a cure for it... it exists and it will be made available should it be needed.....
