Surface rusting?

Surface rusting?
Hi all.
My search for the right TT continues. Testdrove one the other week, and noticed that there was bubbling (definately surface rust) over the passenger door on the roof, near the roofrack thingie.
Testdrove one today, and had the same thing! Paint bubbled on the C pillar above the passenger door. What's the deal? Is this something that's common? And if the car's going to rust, why is it rusting on the roof?
