update:
CHP came (Highway Patrol) offered to take a report but informed me that it would go on my record as a traffic collision since the officer could not determine who is at fault. Pretty obvious to me, but whatever. Anyways, he runs plates and informs me its a trucking company based here in LA. Advises me to instead file a counter report at the station and contact my insurance agent. The car veers widly to the right and nice paint scratches and other broken front bits. I guess I am more concerned with the alignment than the grill, paint etc... Anyways, thanks all for your concern. Any thoughts on the suspension/alignment is welcome. Alot of irresponsible people on the highways.

How could the officer not know who was "at fault"..? Did you (or someone else) climb onto a cement bag truck and toss bags onto the highway? Then did you slam into the bag(s) on purpose?
It sounds like a cut and dry case of an unsecured load and the trucking company is liable.

Similar thing with me when I got ran off the road.
My car is sitting out in a field all banged up and damamged and the cop wrote me a reckless driving ticket.
I guess the way he saw it: I drove off the road, put the car into a spin, slammed in to four to five 6" diameter fence posts with barbwire on purpose. Guess I was bored that day.
