Default Error code P2563

Hi I'm new to the forum so would like to take this opportunity to say hello to everyone.

I'm currently at my Witt's end with this 2010 TT 2.0 tdi.
The problem I'm having is a error code p2563 to do with the actuator position sensor I believe, so far I've checked the egr valve, brake servo, vac pipe to egr cooler, all the other vac pipes for leaks, n75 valve has been replaced with an oe part, tested the map sensor, maf, boost hoses, intercooler, vac pump and wiring to the actuator and everything checked out, so the turbo was replaced and the fault still persists! The vanes where clogged with soot on the old turbo and the actuator was tested and turned out to be broken so the new turbo should in theory work bit it dont.

I got vag com and measured block 120 and without vacuum applied it measured voltage of 4.1v then I applied a vacuum of 0.6 bar and the voltage changed to 1.25v

I done some digging on the internet and have been led to believe that with no vac 4.0v is what it should be and with 0.6 bar vac it should be 0.75v so I got some special spanners and adjusted the actuator position so that when 0.6 bar of vac is applied the actuator voltage reads 0.75v then I removed vacuum and it's at 3.42 volts!

So I then called the company that supplied the turbo and they say as long as I get 0.75v with vacuum applied it doesn't matter that it's not at 4.0v with no vac but I'm still getting the same error code as soon as I apply some throttle. It's fine all the time it idles, no flashing coil light and no error but as soon as I accelerate the coil starts flashing then leave to idle and it stops.

I have got the fault from permanent to intermittent atleast.

I've measured block 28 and idling the desired and actual boost are almost identical and they match when you rev it but if I hold the revs the actual boost starts to creep up way above the desired pressure then the coil starts flashing and the ECU cuts the vacuum to the actuator!

I'm guessing that that there is something wrong with this actuator as I can't get the voltages correct?

Could someone please confirm my theory before I drive it into a river please

I forgot to mention before the turbo was changed there was no boost at all, I was using Delphi to measure it and idling it was 1009 mb and when reving the engine it dropped to 800 mb after the new turbo was fitted I used Delphi to learn the actuator position and on a test drive it would boost after 3500rpm but it wasn't matching desired and actual so I borrowed vagcom and did a actuator position learn using that but it was still the same on a test run, after messing with the actuator position it seems a lot better until the coil starts flashing then no boost at all.

I have an old 2010 2tdi and have asked so many people and they guessed actuator…

WAS IT THE ACTUATOR?! 🙏
