Odometer question.

Can VAG tell me the true odometer reading of the car?

01.5 Audi S4, 2.7TT

The reason why I ask is I had replaced my failing instrument cluster with a used one from ebay. The used one actually has only 30K miles on the clock, mine should be over 170K miles. I want to be able to get a new cluster and have the correct miles on there.

Nope, and there's no way to change the mileage on a used one.
