P1338 Camshaft sensor code error - voltage to sensor is 11.3v - is that too high?

I've got a UK spec 4B A6 with 2.4l engine (AGA code). I used VAG COM last week and have the P1338 code that returns if cleared. The engine is running fine as far as I can tell, so I checked the voltage to the sensor as per info in other threads. These say that the sensor plug should be at least 4.5v. I'm reading 11.3v - which seems to be high (e.g if a spec says 4.5v minimum it implies it's going to be close to that). Is there an upper limit to what this voltage should be? Even with the sensor plug disconnected it still starts and runs - the cable voltage then goes to 13+ volts.

I've used my multimeter to look at the resistance between each of the 3 sensor unit wires (looking into the sensor, not the ECU) and even on the highest (20M) range there is no reading but maybe this is correct?

Any help appreciated. I've got to go into the engine in a few weeks to replace the front crank oil seal so will look at this problem at the same time.
