Tach reading wrong

Tach reading wrong
OK, I've got a good one! In our '00 a6 4.2 the tach is reading about 500 rpm too low. I've checked it against the vag-com. Also, when doing the test where you go to redline in 2nd gear, it only showes 4200 rpm when the rev-limiter kicks in. (this is nowhere accurate as the engine is turning the correct rpm when it kicks in according to the vag-com)
Also, the instant MPG display shows that I'm getting 54 mpg running down the highway! lol
What controls the tach? and what could be causing this??
Any ideas would be greatly appreciated.
