Default is this a warning...

I drive a '98 A4 Quattro that has 115k. Yesterday while driving a short trip, I saw that all the lights were lit up for P R D 1 2 3 on the dash when usually it lights up just one - the gear you are in. I turned the car off and back on and it would only light up one. But as I accelerate, all of them will light up.

I am wondering if this is a designed warning done by Audi for potential trouble or is it just a 'short' between the shifter and the dash.

its a short somewhere; is the CEL on ?

Sounds like the speed sensor failure.
Can you do a scan to check the errors?
Next step it will go onto limp mode which is painfull and the cel light comes on.

John is right; i would try plugging in a OBDII scanner and seeing if it gives you any info...
