If emissions have gotten out of line enough to not pass inspection, additives are unlikely to help. My family have had one '90 Peugeot 309 that would run fine on Shell V-power but would barely run at all, on ordinary premium. That was a weird exception to realitys rule of thumb.

An alcohol based "empty-bottle-in-tank" additive can temporary help with emissions, for reasons explained above. It is NOT, however - going to fix whatever is causing the issue, just mask it during inspection.

Cat-cleaners are snake-oil, a myth. Whatever is actually capable of removing deposits from the very thin precious-metals coating inside your cat, is going to strip that metal film, too. So basically - either it does nothing (that you wish to achieve) at all, or it will ruin your cat - a quite expensive piece.
