Default Broken vacuum is a symptom, not the problem.

You should be able to move the arm back and forth easily by hand. The problem is that the shaft inside the intake manifold seizes at the front, the arm is frozen, and the pod pulls until something breaks. You have to get the shaft unstuck.

Default Subtleties

It might not be frozen but just too hard to move due to corrosion in the pivot. @PaulW explains how and why that happens. And then, @silverd2 made a point that hadn't occurred to me, and that's sometimes ever-more-brittle plastic parts in a hot environment eventually break even if all they do is to push against a spring, in this case a heavy spring. At this point I'm fantasizing about being able to measure what force "normal' feels like so I can decide where the problem might be.

I had one of my pods break at the same place. I'd say with confidence that the piece broke because of "heat fatigue". Once I fixed it, it moved freely and has operated perfectly since 10/27/15.

These fail over time.
When I parted out my car they were the first parts to go.
I bought one 2 years ago on LAMBORGHINI PARTS, SERVICE and RESTORATION
half the price of any Audi parts seller an perfect fit.
When I bought my S8 it was running poorly so the seller was only asking 5K
When I poped the hood I could see the sucker cup was broken.

Simple repair to get such an amazing car purring again.

Default Picture, for context

That part of the engine bay tends to be very crowded and it's hard to get a good picture of what these parts look like in context.

As it happens, today, my tech and I pulled the front off a very sad-condition 2000 A6 Quattro 4.2 V8, which probably has a lot in common photogenically with the contemporary A8, as to this area of the engine.

So, I took a picture in case this might be helpful to whomever is viewing this thread.

If the engine in the photo is NOT running, it is a "sad" photo indeed.

Both changeover pivots are frozen in idle/low rpm positions (HUGE loss of mid & high rpm torque).

The engine is indeed not running and has a great many other problems. This is the A6 from hell. Hello, parts car.
