Possible power steering issue.....

Do you have a brand or part number for the rack? Did you consider any remans?
Look for fluid leaks on the rack, the hoses and the reservoir.
I just replaced my entire power steering system except for the pump which was replaced by the previous owner. I purchased the steering rack from RockAuto. I had a leak in the s-shaped metal pipe that connects to the power streering pressure hose and rack. I had the complete hose custom made by a company that makes hydraulic lines. Once everything was replaced, I made sure there were no leaks, no air in the system and all the bolts were tight. Steering is precision now.

If I recall, RockAuto only sold remanufactured racks. It was a remanufactured OEM. I was told to stay away from Cardone. But, I have no experience with them.

If you haven't already, try flushing and replacing the Power Steering Fluid. Would be worth looking into a new reservoir filter as well. Last resort, if you are positive there are no leaks in the system, there are places that will rebuild steering racks.
Steering gears and steering gearboxes, rack and pinion steering gears and more. Is an example of one such place. I'm sure there are others perhaps more local to you.

it appears that if replacing the Rack ZF is the way to go, the web is full of complaints about the leaking systems on the B6 platform. Noticed an extremely small oil drop under the car, which hasn't become worse ,but heard the typical low fluid sound of a whining rack and low and behold the reservoir was below the LOW mark. Pretty depressing that a 2003 in mint condition with only 8500mls is already having PSR leaks.
