So, did you change the oil before this first startup? Over a couple years, condensation will get into the oil, and the exhaust system. You may have been simply burning that out. If you have all fluids up (coolant, oil), I would simply let it warm up and take it for a drive. Where I live all cars put out a lot of steam vapor during the cold months during warmup from the exhaust. They even drip water out the tailpipes at takeoff.
It will probably only finish getting condensation out from the higher temps of actual driving, versus simple idling which doesn't really get things up to temp.

the compression on one of my cq w/ 180K miles was:
1-200, 2-197, 3-195, 4-190, 5-187 so your numbers are very low
You need to overhaul the head for sure and check the piston/ring combo as well.
I know a few good machine shop in OC
