It seems, pretty clear, the order sheet says 292hp, it will be 292.

I'm guessing that the 2018 models will get the update in the USA. We're always a model year behind on this stuff right?

That could be we get the new S3 in 2018, but the 2017 US model has carplay and android auto which would indicate this is a refresh model, or it could mean that it is the old S3 with an updated MMI system. That was something that was promised when the A3/S3 was announced that the new MMI platform (MIB) was modular and therefore functionality could be upgraded for the new model year.

Audi always makes it difficult with confusion of European vs US model years.

OR, like my original theory, the S3 will stay where it is so that it's not too close to the new S4 performance numbers.

The problem is I think Audi thinks that might be true, but in reality it's not. The 2 cars simply do not compete against each other. Ever since the S4 stopped production, I don't think we put a single S4 buyer into an S3. In fact, we've put almost no body into an S3, we have 15 of them in stock (a lot for an S model) which is more than the number of A3s we have and we are a large dealer.

The 3 just doesn't compete with the 4. If you suggest an A3 to a potential A4 buyer, most would take a base A4 over a well equipped A3. Many customers just see them as being in a different class and rarely ever consider both.
