I live near a major city and they do have recycling facilities that take a variety of automotive toxic waste items including old oil, gasoline, brake fluid, transmission fluid, batteries, and yes coolant with no fees other than the portion of property tax revenue that they receive to operate the facility.

Most radiator shops will take used coolant. They used to take it for free, but most now have discovered a new revenue source, so they charge. Some parts stores will accept used coolant. Used stuff, like used oil, generally gets processed so it can be recovered.

where i live the counties operate facilities that take household stuff (paint, thinners, oil, antifreeze, ect) for free with proof of residency
i can tell where not to dump it, at the carwash
had some guys a few weeks ago that wanted to do a radiator flush there, told them if they wanted to get a nice fine, go right ahead and i call the cops

Check with your municipal water authority. Some (mine) allow it to be drained into the sewer (not the street) system. The bacteria in the water treatment plants love ethylene and propylene glycol.
