Setting readiness - O2 sensor tests and engine speed

Question, while setting readiness, all of the O2 sensor tests with the exception of B1S1 pass immediately when the test is run without any throttle increase at all. Is this normal? The 1st readiness test for B1S1 throttles the engine up to 2200 rpm. None of the others do. 03 A6 3.0L cold engine, all codes cleared prior.
