when swapping an ECU, why "Measure the car's battery voltage, it must be 12.5 V or higher"

does it cause problems with the ECU?
The reason I'm asking that that my Airbag ECU is returning "65535 - Internal Control Module Memory Error". This started happening after my battery went flat while being serviced at the dealer. They said it just needs replacing for $1300.
Someone told me this happens when the battery is disconnected or goes "flat" while the airbag ECU is powered.
Therefore my question, is this 12.5V level likely to cause problems in ECU's???

Common issue with this airbag generation, they have problems with undervoltage.
The ECU procedures contain the voltage suggestion based on VW/Audi's own procedures and the fact that the ECU needs to write stuff to it's memory which usually requires a higher voltage than for normal running.
The 8D0-959-655-E has been replaced by 8D0-959-655-F which costs ~300 EUR (excl. VAT), so replacing should not cost more than 500 EUR incl. labour hours.
