See that white paint mark on the cam gear? That's from the idiot that last was in there thinking he could do the job without the proper tools. 'Nuf said on that part. Like Grill said, turn the crank bolt clockwise to line up the mark on the pulley with the mark on the housing. Then look at the cam plates, which should be horizontal, small hole outboard. If it is grossly out of position, I'd double check the #1 at TDC, which is easier than pulling the crank position sensor and feeling for the hole for the crankshaft holding tool. Then I'd go ahead and do that anyway to make sure somebody somehow didn't install the belt drive pully one bolt out of position (despite being idiot proofed with a notch in it, which might explain why the belt failed).

you can get one from ebay with crank lock tool for fairly cheap. 12v.org should have the tool number, punch that in to ebay, couple of them will pop up. btw, these timing bars are not the same as the 30v v6 timing bars, so dont get them mixed up.

I couldn't tell from goodys90's text if he had the crank at TDC or not. You are aware that those cam plates will line up with the large holes facing inside, only on TDC of the firing stroke of #3 cylinder? If the crank was at TDC and the cams were that far off, it might be a waste of money to buy a cam tool unless the heads were coming off for rebuilding. But nevertheless, I got a new one from Ebay (Koch tools) for around $90, which included the crank holding plug.

I double checked 12v.org and it is #1 at TDC for the crank locking pin insertion and the plates as you described, horizontal with small holes outboard, big holes inboard. Looked at my cam holding tool to make sure, too. As I said in my other post, with all the oddities going on, he must get the crank pin in, double check #1 at TDC for confirmation, marks on crank pully line up, and go from there to retime the cams.
