"SAFE"?
Ok, so I bought a '99 Audi A4. The radio didn't work. Audi wanted $500 to fix it. I refused (I'm broke now). So I took it home, didn't work, nothing happened. I put in a new fuse on the deck. Now the thing comes on saying SAFE. I put in the code they gave me..nothing happened. I also turned it off, hold on FM2 + RMD (or someting), and i am suppose to hold it til it says 1000. nothing happened. what is wrong with my radio?

did you wait at least two hours? Check the owners manual.
Next, don't let Audi push you around. Tell them you lost the code sequence. Pop out your radio and give them the sereal number. Somewhere in their master skeem of plans they will have your code written down. The one they gave you may not be correct. (who knows) If that does do it for you then just get an aftermarket radio or something. But whatever you do don't let Audi push you around...
