If the pump runs properly once the engine starts, but won't prime when the ignition gets turned on, I'd be starting to look at electronics.
If it were the other way around, I'd say "speed sensor, or after start relay"!
That way around though, I'm not sure. I got rid of my Haynes for the B5, so I can't look at circuit diagrams to get an idea!
However, a toggle switch to bypass the issue isn't a bad idea...

Why on earth? Been a while since I did the one on my B5, but I'm pretty certain they used a banjo bolt on one or both ends of the filter - more effort to bypass than chuck a new filter on it!

If it runs Ok once you get it started, you only need to run a bypass circuit for a few seconds before starting it each time, then you can turn it back off and let the electronics do their thing...
Simply use the toggle switch as a primer. If you want to get really fancy, wire in a relay, or wire the toggle switch to trigger the fuel pump relay! (In this instance, you may find it earth switches, rather than live switches - most modern cars do it this way)

So I have finally found the problem. I had a bad fuel pump. I bought another one and put it in and problem solved. now my only problem is my fuel pressure is bleedin down and i cant find it thanks for the help
