Default A4 2.8 quattro clutch issues

Recently I bought a used A4 2.8 quattro with around 72,500 miles. The car has had some issues down shifting into second or first while still moving like there is a lot of resistance moving the shifter into place. Once I've come to a stop the resistance is gone in those gears. My clutch is totally down it's like it's not totally disengaged though? It doesn't slip when shifting without a clutch so I know my clutch isn't totally worn out. I'm thinking about replacing my master or slave cylinder though what should I do?
