Whatever you do, don't do all the upgrades at once!
If something starts to not work correctly, you'll bever be able to isolate the problem.
I'd suggest buy a used exhaust and save the rest for turbo & tuning. Should work with your budget.

You'll want to keep $1000-$1500 on the side for "incase" money
a lot of the common hp mods are a chip($~400), a k04 turbo which is slightly larger than the stock k03($1500) or the apr stage 3($4500)
Check out <a href="http://www.goapr.com">APR</a> and <a href="http://www.awe-tuning.com">AWE Tuning</a> for more info on those kits. The <a href="https://forums.audiworld.com/a4/msgs/2299748.phtml"> FAQ</a> is also another great place for info
For an exhaust you might want to check out the local boards and maybe hook up with a couple people or stop by a get together to hear the different exhausts...its hard to describe in text what they sound like
