Audi a4 98 Key

I broke the the case the holds the key blade, and to start it a have to put the key blade in an adjustable wrench to start it, it starts fine, but isn't Audis have the immobilizer that does let any key start without a chip?
i brought a key and i went to a locksmith, but they didn't have the programer to program the key.
they charge my $25 for cutting the key
tomorrow I'm going to the dealership
ask them how much will cost me to program the key and cut it
any ideas around the cost?
It was supposed to be on US 2001's seems like it didn't happen, as the model changeover to B6 was already starting in Europe.
You can order the bottom half of the key by VIN# if you can't find anyone to cut a new key. I think I paid $66 at the dealer.
It is supposed to exist, however in all the 2001 I have come across it wasn't on the car. My Audi mechanic friend says he never has come across one. I am on the West coast so it's also possible our 2001s tend to be late 2000 builds.
Audi was shipping B6s for 2002, so there was a 6 month window where they were shipping stockpiled B5 January -June. It's possible some euro models immobilizers were mixed in I guess .
