Default Self adjusting, no.
They have adjustable perches to adjust the ride height. You simple move that clip higher, or lower to raise or lower the ride height.

The dampening is not adjustable on any Bilsteins.

Default Are those identical to the Neu Bilsteins, or are they different grooved shocks?
Any substantive differences?

Neuspeed is a fair bit cheaper then- and shipping is free.
