Boost controller or chip

Does anyone have a boost controller without a chip??? Do they work, pros cons??? thanks

From what i had been told, the boost controller will allow you to achieve boost levels close to 1 bar as with the chip, but unfortunately the margin of correction by the ecu is not big enough to be able to send enough fuel for 15 psi or so. The chip has it's own fuel maps and will also control other things that will affect the cars performance.
