in second gear pulls I'm only getting ~12-14 peak boost...
in gear off throttle vac is @ 21
out of gear idle, vac is @ 21
72 degrees out...
I know I'm not getting the boost I used to get (~15-17), but could this be because of the temp? also, shouldn't off throttle vac be lower than 21?

Recent Experiences
Recent experiences with another's AW'ers 1.8T showed me that you should be expecting 15-17 in 2nd gear, not 12-14. My advice would be to make sure that all of your hoses are on correctly and completely, and that if you've done any recent modification that have changed the boost level, that this modification was installed correctly and completely.
