CAM FOLLOWER ( LIFTER) 99 A4 2.8

I did a valve job and found two cam followers did not have alot of bounce or rebound in them so i ordered some new ones and these have the same issue
i am soaking them in a oil bath
does anyone know whats up ?

Is it normal that they have NO movement ? 27 of the 30 you can feel the part that sits on the top of valve moves in and out
this is the thing im trying to clarify
