To my knowledge - No but Stage 2 mods are OK. But nothing more....
I'm pretty upset about this myself but apparently, the A4's TIP is rated at around 240 ft-lbs of torque. I'm sure it's OK to go a little over but APR stage III is 265+hp, who knows how much torque! You could do it but I think you would be seriously jeopardizing the well-being of your TIP. I heard that MTM has blown a TIP tranny testing out stage 3+ mods.

Hmmm... I never thought of that. How much hp/torque will the k04 + chip/exhaust get you?
...I'm thinking No, only because adding the bigger turbo will allow more boost, thus more power and torque and will essentially be a Stage 3+ anyway. APR's stage III is an exhaust manifold, etc. I'm assuming Garret's K04 would produce equal if not higher numbers given the right chip-tuning to take advantage of it. I guess TIP owners like myself will be stuck at Stage II. That's OK - the money I save will just have to go towards a new S4, then I'll chip that one too :^)
