Chipless upgrades thru OBD port?

then search for audi. They mention something about reprogramming through the odb port. Is this the same reprogramming the ecu? Would I need a chip upgrade in this situation?
I would love to just hook my laptop to my a4, and change programs from it. Does such a product exist?
