Do new brake rotors need to be surfaced?

Do new brake rotors need to be surfaced?
I just bought a new pair of front brake rotors from a nearby dealer. When I opened the box the rotors didn't look shiny the way the existing rotors do. They surfaces look kind of dull with machined grooves. Can I just put the rotors on like this or do I have to do something to them first??
