E-code vertical aiming problem...

E-code vertical aiming problem...
I can't aim my left headlight high enough. After maybe 50ft the light is on the ground while the right headlight is still on the wall. It sounds like the bolt is stripped at a certain point and won't go any farther.
Any suggestions??

First of all, are you sure you're adjusting the correct "adjuster". For vertical adjustments, you should be adjusting the inner adjuster, for E codes. You have to be very easy, with the adjusters. The corkscrew adjusters (white plastic), can be stripped, or bottomed out, very easily.

Well, I bought them used from someone. The adjustment screw has an effect...
I can adjust it vertically still but the range of adjustment is still way too low. It seems like it is way out of wack. Below are the pictures I just took.
These pictures were taken with the car in the same position. I alternated covering the right and left headlights so you can see the beam pattern of each side.
Left headlight only (loweset setting):
