I assume you are looking at Xenons (HID's)...
S4 housings ~$200 (used)
HID conversion kit w/ bulbs ballasts ~$300 (new)
leveling motors -- you might need to get shipping plugs from somebody who sells housings (ECS?)

Yes but not aftermatket stuff.

I foud a set of lights from an 01 A4 but want to know what a good/fair price for them would be.

I could not find any OEM Audi ballasts (Valeo) for sale online , but I think they should be either
around the same price range as the standard conversion kit or a little more expensive. At the dealership they are probably much more expensive.
