You can't fault a cop for doing his job which is enforcing the law. There are a few problems though. The police officer is citing your for violating motor vehicle laws. Hang on for a sec, this will be quick.
Motor Vehicle as defined by Title 18 USC 31 is:
"Motor vehicle" means every description or other contrivance propelled or drawn by mechanical power and used for commercial purposes on the highways in the transportation of passengers, or passengers and property.
Please note the part that said, "AND FOR COMMERCIAL PURPOSES," because that is a key in the "Motor Vehicle Laws."
If you're not driving a "commercial" vehicle you're not subject to motor vehicle laws.
