Hmm.....I can answer that *raising hand*
That is the fuel vapor lines that run to the charcoal canister. The noise you hear is normal. The system purges it self every so, "X" time...
Its covered in deposits because?
A. U have a leak and fuel fumes are reacting with the plastic
B. the fuel fumes are eating the plastic away from the inside out......NO?
