Help, boost problem

I have a 1997 1.8t with a APR chip, I use to get 15-17 psi constantly. My problem is I only get 12 max! Here's a list of what I've replaced or swapped, any ideas what else it could be?

ECU/chip
TB and IC hoses
3 BPV's
Turbo/Manifold/Cat and all gaskets
MAS
BFV
Crank case breather

Check your exhaust to make sure you dont have a leak before the turbo. BTW with the crank case

breather your going to be running a little richer then without it since the car did depend on some air coming from the crank case return line that was after the maf and before the turbo.
