Help: Electrical Issue
So my buddy is having problems with his 99 1.8tq...
His high beams work, but only when he pulls the stalk. Turn signals, low beams, horn, wipers all are not operational. Fuses are okay.
I have been reading that several people have had similar issues, and in some cases, these have turned out to be the signal stalk. How can I tell for sure?

Since the horn doesn't work, I don't think it's the stalk. What I've noticed is that all of the things that don't work require the ignition to be on. (Pulling the stalk will turn on the highs even with the ignition off; permanently turning on the highs by pushing the stalk forward will work only with the ignition on.)
My guess is the load reduction relay for the X contact. It's the second relay in the bottom row.
Try measuring the voltages on the pins of the relay:
(1) 85 - chassis ground. Should be 0 V against chassis, R = 0 Ù against chassis.
(2) 87 - output voltage. Should be + 12 V against chassis when ignition is on. If it it not but all others are OK, it's the relay.
(3) 30 - input voltage. Should be + 12 V against chassis at all times.
(4) 86 - ignition sense (from ignition/starter switch). Should be + 12 V when ignition is on.
That should help you tell whether it's the relay or its wiring.
