How does this lip attach to the car?

I've seen people make those out of fiberglass...

You could try finding a shop that works with fiberglass, should be real easy for a good fiberglass guy to make. mount it where you want it and screw it to the underside of the bumper. Then get some of those adjustable "stabilizers?" from some place like JT Motorsport. Piece of cake, right.

Its probably designed to fit with the S4 bumper.
