My first trip will be driving across Nevada. I'd expect to be dealing with Nevada Highway Patrol aircraft with radar. Is it effective against this?

I sincerely doubt it protects from the threats up above...
the way air patrol works is they spot fast moving targets from above and then alert police cars up ahead on the ground.

Re: I was thinking, they also can pace using mile markers...
In Western Washington state the troopers typically have a small Cessna aircraft or helicopter and they pace you between white "V" shaped markers that are painted on the shoulders of I-5. A few years back there were a number of tickets that were dimissed because the officer on the ground had not signed the ticket and it should have been signed by the observing officer (the Cessna pilot). They now pre-arrange for the pilot to sign a block of tickets and distribute them to the troopers on the ground.

I don't think the aircraft get your speed with radar
It wouldn't work because of your vastly different headings, as well as the big distance.
The way airplanes get you is by timing you between two points (usually big white lines running across the road). There's no way to protect against that except by driving slow.
