Default Is my 99.5 A4 1.8T drive-by-wire?

I was told that it was, but the accelerator pedal is attached directly to the throttle body, which confused me...

If it's not dbw, how does this limit my chipping options?

DBW didn't come in 'til 2000 model year.

Default non-dbw. you have a throttle body which is connected to the pedal

it is not electric like dbw
