OBD failure
I'm running out of time for my inspection... still haven't found the problem, but I have eliminated the possibilities that seem to be on the forums. So here's the facts.
2000 Audi A4 1.8T Avant, factory (non-bose) radio.
The car works, no CEL. Normal operation.
No connection with VAG-COM or inspection station to ECU or any other module.
Disconnected ABS unit, still no joy.
Using multimeter on K-line to ground gives about 40 ohms. (Seems like about 100mV DC when measured for voltage.)
Any ideas on what to disconnect next to find out what's causing the problem?

You might remove the OBD port from the kick panel. I found the holder was too flimsy and loose to provide a decent connection. I located ours over to the side so that both ends could be held by hand. Its also worth checking the pin connectors going into the port. One or two might be slight popped out or pushed back.
Having said this, our Hex-Can-Com cable hooks up 100% of the time now. You might consider getting your car inspected privately by a facility that knows the mark. State run inspection stations are usually filled with butchers who don't have a clue(about cars or inspections, political appointees).

If the shoe fits? In concept, I like the idea, but in practice its a whole other world. I've found the level of discrimination, ignorance(lack of training and or education), and arrogance(typical distain for people and the public or citizen, could be life in general) is enough to stagger the imagination. Hence, why I suggest a private facility.
