In theory, yes...
some things to consider:
*Oil filter is stuffed up in the engine bay...probably without very good access to cool airflow. This kind of heat sink requires good airflow to work properly. Furthermore, even if it did have good airflow, there are better ways to cool the oil more efficiently. The capacity of this thing is limited.
*Your car already has an oil cooler...fed by coolant lines. Effects from this little toy are likely to be negligible compared to the factory oil cooler or a real aftermarket oil cooler.

Re: not to start a flame war...but why wouldnt it work
Only speculation, but how much cool air flows around the oil filter in the stock location? I realize the body that the filter mounts to is used as an oil cooler on some OEM cars. Seems to me most of the air flow in that area would be very hot. Why spend $29.95 for something that may have marginal performance when a little more $$$ will get a drastic improvement.
