Quick! Installing Pedals - do you install OVER the factory ones?

Default Quick! Installing Pedals - do you install OVER the factory ones?
I got my Sparco pedals from PES today, and I'm a bit confused about installing them. Do I drill through the factory rubber pedals and install them that way, or pull off the factory rubber and put the pedals directly on the metal? or does it vary?

My guess is that you pull off the rubber covers b/f putting the pedals on.

Pull the rubber covers off of the clutch and brake pedals first, then drill
