Here's what I'm considering getting:
-2001 Audi A4 1.8t
-Celebration Package(Sunroof, homelink,auto dimming mirrors)

Also considering the sport package...
Would I be better off taking the sport package with the wheels it comes with or should I just by new tires/wheels from some local place and sell the OEM's?

Anything other options/configurations that anyone else can suggest? I don't want to spend any more than $27,000 and I would preferably like to spend less than or about $25k... How much do Audi dealers negotiate?

It's more than just wheels. You won't regret it.

I got aa couple of grand off sticker (I think)...came out to 5% over dealer invoice.

Go to Edmunds.com and click on "What should I pay" in the left column. Will explain it all.

i don't know if u like to take ur car for a spirited drive every once awhile like most of us do, but sure Quattro can give u a peace of mind. many ppl buy Audis instead of Bimmers and MB cos of Audi's Quattro. although u can always put nicer rims on ur A4, w/o the Sport Package, u have to stick w/ the standard non-sport steering wheel. u can buy ur own steering wheel but then u'd have to give up the original airbag.

to be honest, it's pretty hard to get a new A4 under $25k, even some used ones r higher than this price.
