Rear (middle) seat belt stuck?

Rear (middle) seat belt stuck?
So here I am, trying to install my child seat base, and I can't get the rear middle seat belt to extend. (No I don't want to get LATCH).
It's just plain stuck, like it's permanently on the "emergency lock." I looked in the manual and it made it sound easy, if I let the thing retract it will disengage. Well that's not the case. It's just plain stuck where it is.
Any tips? Thanks!
