are rotors, brake discs, covered by extended warranty?

to help me out to replace whatever needs to be replaced, but i know rochester, ny is not a hot bed for audi enthusiasts.

they resurface the rotors so they are useable longer
Audi doesn't resurface rotors because they want you to buy new ones (more cash). Any local brake shop will cut them for you, like a Midas or Brakco. It's not a big deal, they do it all the time.

The whole point is to provide a fresh and FLAT surface for the pads to mate to.
If the surface of the rotor is not completely flat to match the new pad, it will compromise braking efficiency.
All rotors have a minimum spec provided by the manufacturer. The rotors should NOT be resurfaced if they will be at, near, or worse, below that minimum spec. A good shop should be able to give you advice on whether you need to replace your rotors, or whether you can resurface (cut) them.
Now, to say that Audi requires you to replace the rotors are each brake pad replacement because they want you to buy new parts...that's ludicrous! The amount of rotor wear you get depends on the pads you are using. If the pads have a high metallic compound (increases braking effectiveness), they will also eat the rotors faster than a softer non-metallic compound. Different brake pads will have different compositions. In general, the factory pads will work fine with the factory rotors, but it is a good idea to replace the rotors with the pads. Again, a good shop will be able to tell you if this is necessary.

it is true that audi doesn't resurface their rotors.. or at least a few ppl have had this happen..
I recall a # of people saying the dealers told them that they will not resurface a rotor and the person must buy new ones. It's possible the rotors would have been out of spec, or at the minimal spec point, but I really would believe Audi would make a "policy" to not resurface rotors as a way to make extra cash.

It's possible that the policy exists (I've read the same stories you have...and I believe them)...
but I don't think the point is to make extra money off of it. I think Audi knows just how much wear will occur on the rotors, by the time the pads are done...and if the rotors will not make it through a second set of pads, then they will require replacement.
It's just not standard practice to "check rotor thicknesses" in between pad replacements. It is easier to adopt a policy to replace the rotors with the pads.
