SLIGHT fissure (crack) in the exhaust housing of turbo - is this bad?

Yup - You're right.
The welder would have to be very good - like I said, it'd cost more money to fix properly than to just buy a used one from a junkyard.
But, you are correct on welding any cast piece of metal - the air pockets in the porous piece will make welding a nightmare, but it is do-able. Once the welding is done, I would recommend a full-anneal (upwards of 2000 deg. F) and hope that the casting holds together. This would require tooling for the annealing process to hold the tolerances of the bolt holes and flow-through holes, and wouldn't be cheap.
I'd go to a junkyard and pay 50 bucks for a used one

my wastegate is stuck wide open
while i don't think the chip caused it, i don't think it helped it either.
the pre-99s have a older turbo, k04-005. the new one, k04-0029 has better bearing seals and other improvements that MAY prevent this from happening.
however, i've heard of new, non-chipped s4's with the same thing.

i would not run it because that will get bigger over time....
you can simply just have your turbo rebuilt for $300 i know a place that can do it for that much...
