So I had a headlight bulb go out, what should I get? R there seperate low beam and high beam bulbs?.
What is the highest wattage bulb I can go with for a normal 99.0 headlight.

only if you have the multicheck dash. Pretty lame of Audi to not just give every car that feature..
it's one oa Audi's many silly one step forward 2 steps back.. My '84, 86 5000s and my 88 80q had multicheck. My 98.5 A4 does NOT. What's up with that? My 88 80q had foglights in the bumper. My 98 did not, but then the 99.5 does? Whats up with that?

I would go with 70W. I haven't installed them yet but I hear 80 and up will melt he wires up!

Define work. I have not been impressed with any blue lights..
some of my friends have them, and their first reaction is how much brighter they are, and they write it off to the blue color, forgetting abou the higher wattage. Then they see my (at the time) 130w regular old H4s, and say, these blue lights suck. Watt for watt, the blue lights put out LESS light than regular ones.

Oh... those were on my Corrado.. We have H7s, the highest wattage I have seen is 70w..
which is pretty bright for an H7. I think JC Whitney sells them, but I have no proof or experience with them. If you do decide to go higher wattage, you will want to use relays to save your switch, and you may want to upgrade the wiring inside the light housings. The wires and switch are not up to the task of feeding a +70w bulb apparently.
