Steering Rack problem

Dear Colleagues,
My Audi A4 1997 1.8 M. have problem with my steering rack.
Problem comes after, I change my steering rack input line.
After bleeding the rack, then I test drive. I found that the steering becomes stiff after my breaking/ car stops. Then I did bleeding again. The thing happens again. But if I drive more than 2000 rmp this thing won't happens. Could anyone brief me the correct procedure to bleed or any advice about this problem?

does your steering rack make a creaking kinda sound when you turn the wheel from a stop?

I is not. I need to ramp the trottle for high rpm, then the steering will activate as per normal.

Mine does this had a new rack on it split one of the pipes in 2 months and now getting another new one but there is a shortage of them around the world apparently is it the rack or something else
