what is that clip-thing in the rear "ashtray" compartment with the check engine icon on it?

curious, does it have something to do with obd code reset?

It is where the OBD port used to be .. was moved to the driver's side knee bolster on models that

aren't antiques

It's not there on the '97, must have only been the '96s
