what are my options for putting the controls for my fog lights?

Insurance companies never question a fire. What I would seriously do is get two different estimates with damages more than 80% of the value of the car. You probably already thought of that though. Sorry to hear about the car. Good Luck

Didn't understand the question. Are you installing fog lights now?
If so, any open space where there should be a button is ok. On the A4's with the fog lights, the control switches for the front and the rear (separate) are on the dash. Hope this helps.
