what voltage powers the small electric fan up front?

Its a 12 volt circuit ,but that cooling fan has a series resistor as well as primary and..
secondary relays and the fan thermal switch. I'd check voltages at the various power in/out of all these and clean up these connections and the ground terminal before replacing anything. It is usually a ground problem or switch if you are experiencing problems.

Justed checked Mitchell ,it could be a 2 or 3 speed fan , so voltage into fan may be stepped
The 9 volt might be correct at low speed/low temp because of it being winter time. Speed variation dependent on year/make/model.On two terminal coolant fan switch ,the fan runs at low speed when one terminal is grounded and high speed when the second terminal is grounded.If you can ground these and see these results you may have a bad switch.Does anyone have the factory Bently to varify this?
